There is more to shooting games than the ability to shoot. However, hitscan/raycast weapons maximize this ability to shoot so it is ridiculously easy, and when you come across these people it makes them much harder to beat, because these weapons act as a handicap.
They make it so good people can't dodge, and since people with no skill don't dodge in the first place, it has no effect on them.

Are you handicapped? You can still dodge, just move erratically and don't hold down the jump button like an idiot.

not really. especially if it has spread. then it's just "look in general direction"
again, the main thing is not being able to do anything about it due to your own guns using a proper mans bullets.
