dogs and cats are not native to anywhere on earth. you cannot just let them out free. they are harmful to wildlife.
Dogs came from breeding wolves, I am sure that there are mildly-tempered wolves still around.  Hunting dogs would easily survive, too.
That also does not constitute any reason to kill the animal.
how you kill them is meaningless. animals do not have emotions, and it really dont matter if they feel any kind of pain. they are a god damn animal.
You really can't remember any case in which an animal felt fear from danger, compassion for its owner, or happiness after being pet or receiving a treat?

This was not to save the dogs a life of misery.

You can dunk their heads in a bucket of water, rather than simply tossing them in a river with plenty of sharp rocks to end washed up next to someone's house.

You can find some way to humanely euthanize them, if possible.

You can try to find someone who will take care of them, if possible.

dogs and cats are force evolved to be cute and loyal to humans. thats it.
they are not compatible to wild living. and would only destroy it, and harm themselves as well.

this is no different the bio-engineered vegetables, that must be carefully kept from spreading off farms.
it would destroy so much nature.
