No not really, the cone you see is just the area that the eye of the storm (aka the center of the hurricane) can travel to. The hurricane as you know surrounds the entire eye.

So you could probably actually be slightly in the storm.

Well I wouldn't call it 'fresh'. The flood waters usually contain mud and anything else on the ground including sometimes infectious bacteria that were just lying somewhere in grass.

Only Massachusetts and Maine have to worry. Considering the storm isn't making landfall till then the best that will happen is that it'll drop to a category 3.
