This is my view on it: Yes, they're just puppies. They may not be worth much to you but they're definitely not something a normal-minded person would want to throw into a river to purposefully kill them. It's mostly the kind of people that lawnmower cats that would do this kind of thing (a creep).

My dog doesn't bark and my dog takes a stuff in one place in the yard which makes it easy for me to pick up. I also have a gravel yard
