Transparent textures?

Reinforcements:

I've tried to use a transparent texture for a model, but it turned out to not be opaque(not transparent). How do I texture something so its transparent?

I've had this problem too. I don't know how to fix it.

Is this in game, or in the modeling program?

If you're using Blender, be sure to click the box "Translucent", after clicking the texture name whist exporting.
I have no idea if you're using Milkshape.
