They are handicaps because they assume you play like little kid flash games that don't require jack stuff to render alone.
Except you're playing a full 3D game with lots of textures and effects, way beyond what your GPU can probably even handle.

Finaly someone understands well im going to buy something under 200 for christmas what to upgrade on the computer?

$200?
stuff no a good prebuilt computer costs at least $1000.
A good custom built maybe around $800 if you're upgrading everything.
