Well you're stuff out of luck.
You can't really buy anything to upgrade anything in your computer without missing everything else with only $200.
Your motherboard is likely really old since you have an AMD Athlon 2200+ single core, which means you'll probably have old RAM and slightly unlikely a PCI-Express 2.0 slot.

You can transfer it by copying and pasting it to an external flash drive or burning it to a DVD/a lot of CDs, but I'm not sure if you can do an upgrade directly from XP to 7 and you definitely can't do an upgrade if you're going to 7 64-bit.

I mean If I buy a new comp can I transfer files from one to another not just upgrading my comp to win 7,buying a whole new pc.
