GMOD+CS:S/GMOD+TF2?

Lots of Gmod add-ons use textures from CS:S so I'd say get that first, then buy TF2 at a later date.

IMO TF2 is WAY better than CS:S, but with Gmod, CS:S gives you a lot of useful props and textures, and a lot of weapon packs require CS:S.

It really depends on whether you want a more enjoyable experience playing Gmod or the other game you get.
