You are typeing the cheats in wrong.

I had the same problem in Oblivion but here's the real problem, If you have an HP like I do, then they have Microsoft eHome infrared transceiver which does absolutely nothing to begin with but you have to uninstall that. And to do that is go to control panel, Hardware and sound, device manager, in the drop down list go to Human interface devices, then right-click on Microsoft eHome infrared transceiver and hit uninstall, it will prompt you to restart your computer but DO NOT DO THIS, just hit 'No' and go into fallout and it will work. But every time you put your computer into hibernate or restart it, it reinstalls it for some god damn reason. Even if you hit 'Yes' when it asks you to restart it will still reinstall it. So yes it's a pain in the ass to do but it grows on you.
