Oh right, because you play in 16v16 spamfests. In games with less players, you simply can't fend off more than one enemy with only two rockets (-1 for rocket jumping, denying an area with a regular spam rocket, building uber, etc), whereas with three you're better off. For example, you could use two and your shotgun for the highest health class and your extra rocket to weaken another class into shotgun killing range, or use it to retreat if you're outmatched.

I really hope the shortstop isn't nerfed because of it's small spread.
