Nope.
It cost me three refined, for one, and it was a completely random hat.
I've asked many, they said it was a decent price.

Anyone you have asked is stupid then.
To craft THAT hat LEGITIMATELY(with a 100% chance of getting it) it takes 4 refined and a set part, you are saving someone 1 set part. If it was a decent price it would have been gone.
