UT2004 7 FPS

Before you post, I can't upgrade my pc. So if there are techniques or programs of increasing fps, please say so.
Oh my god. I officially hate my pc.
I have a Intel Extreme Graphics Card and 790 mb of ram. 40gb of HDD space in total. Sucks doesn't it?
Most games get 11 fps. (Doom 2 with OpenGL enabled gets 32 fps.) UT2004 gets 7.
I have enough ram for the game, but the problem is my card. My dad says I don't need anything for my pc. He has the same Graphics Card, but he has 1gb of ram and 100gb of HDD space. My sister got a new laptop and it has 600gb of HDD space and 2gb of ram.
OMFG. How can I make games like UT2004 get 30+ fps?
P.S I am running XP.
I would get my stats, but I'm too lazy to go to my pc, find the stats, come back and write them down.

reduce the graphics.

Lowest gets 8. Default gets 8. I get 7 on Highest. Default is set to normal.
