Or hes just too stupid or young to get a fake key.

If he got given the CD by someone else, the other person has obviously used it, and have no need for the disk anymore. The disk is useless to another person. The key has been used once, and it cannot be used again, because it is linked with the original owner's steam account. Tell him to give the CD back.

you can still play singleplayer even if you can't link it to steam.
Also sony they usually come with the game somehow, but I'm not gonna say anymore because I'll be banned for piracy.

no i did not pirate this. my neibor gave me a bunch of games he beat and dosent want anymore. he didnt give me the manuel wich had the code on it. i tried to get it to work but every time i click the icon it brings up the steam website and i have to register it to on steam to play it. what should i do?

Register it on steam.

You can't play it without steam anyways.
