No, its not fool. I bet you didn't even try it.
It only doesn't work if archive invalidation is the first .bsa to load on the list. If you set up your .bsa load order just like the one I showed you then it will work fine. I've been using it before and after the most recent patch and it works great.

EDIT: Just saw that the dumbass took down the link
Here is the link to the one for fallout 3 (it works exactly the same and is 100 % compatable since they are the same file) Make sure to download the manual one though!
http://www.fallout3nexus.com/downloads/file.php?id=944

NINJA EDIT: Someone also uploaded the file to NV nexus as well,
http://www.newvegasnexus.com/downloads/file.php?id=37004
Its exactly the same as the other link but now you have two links in case one of them doesn't work for some stupid reason.

www.dropshock.bduhq.com/FatmanF3.esp
It reverts the damage back to the original damage in Fallout 3. I havn't tested it at all yet so tell me if you have any problems.

if i were to get fallout NV on steam, could i download this mod? or would i get banned?

Dropshock:

You can have mods for the steam version. The game has built-in addon support, just drop it in your Data folder and enable it in the main menu.

I'd also like to add that the steam version is the ONLY version of NV. Even if you buy the retail disk it'll be activated and played through steam.
