Need people to download/archive/upload things

No... what. You still have to download. Downloading is how files get from other computers onto your computer. Now there is just a way to download them quickly and they are stored in a cache file instead of being crapped into your add-ons folder.

Just to be sure: If you make your own, personal Add-Ons... It doesn't send those to your server to be cached? I don't want my stuff able to be accessed by sending a "I need this add-on" code to your servers. :panda:
I'm sure it won't send clientside add-ons, right?
