Maybe he's getting ready for Beta v4? I get this when I try to go to the beta page:

The RTB Webserver had a pretty rough night last night, I think she's on her last legs. I'm going to be away for about 5 days from tomorrow so I can't sort it out now, but when I get back I'm going to move everything over to the new server which actually has some decent hardware. I'm done configuring it for RTB usage and I plan to launch v2 of the api and "brochure" site after that.

I'm taking daily backups of files and data so any sort of loss isn't an issue, it's just a nasty webserver configuration basically.

If I use RTB with the mod manager disabled, all servers appear as not using RTB. So, yes.
