Just because he's a Heavy, doesn't mean he has to yell everywhere he goes.

I know that, it just sounds odd. And around 0:21 that doesn't really sound right at all, and not because he's not yelling.

It was probably a raw recording. In the making of TF2, they edited the pitch of Heavy's voice for it to fit into the game. That's probably what they're doing now.
Also, I loved Tycho's line at the end.
