Get a Nissan silvia for a first car.
best accelerating, but not the best top speed.

Because low-end t2s(first upgrade) are worse than high-end T1s(second upgrade)

The last NFS game I ever played was Underground 2. Is the customization at all like that (Body kits, spoilers, rims, etc.) or is it just paint?

However when upgrading the car you get specific stats per tier, but you get like 3 different styles of body parts.
I do miss the Underground 2 style of customization
Even though I only had it for GBA
