That's not random at all. He's capitalizing them because in the abbreviation or whatever they are capitalized.

I'm dreadfully Sorry to irritate you Wehrmacht, however i believe in putting Emphasis in my Type. The easiest way to do this is to Capitalize. That or, Arterisks.
