Its popular because people liked the old games.
And thus they want this game.
By taking away any kind of damage boosting perks/attachments they fixed a good bit of the game.
Its decently balanced there are a few things that could use a tweak but over all it improved MW2.

Especially when the genre used to be as varied as it was.
And the reason why it's so popular is because anybody can play it and anybody can have fun with it. It has nothing to do with being "one of the best fps of all time," really. Just that a lot of people liked the first Modern Warfare (because we all know that's when people actually started playing the games) and they just went from there. It helps that the game has such a generic, widespread appeal; is published by one of the biggest, most soul-sucking corporations in the industry; and is backed with a dynamite marketing campaign.
That's really the most complete, objective answer I could possibly give.
