When I downloaded it from the megaupload link in the OP, it gave me those with a text file in it too with no real instructions

eboot.pbp and keys.bin are used to play the game on a PSP if you have a hacked one like me.
What you need is an ISO file preferrably
and then google for a PS1 BIOS (japanese one)
