That's because they found some weapon spawns and moved them into their bases. All you have to do is organize a squad, raid their base, and now your squad has weapons and can be powerful. This is what constantly occured yesterday, and was an interesting mechanic as no one wanted to share weapons and live peacefully.

why am i not surprised to see xang's name there.
some guy joined my server yesterday while i working on the infiltration and told me about the mod, it seemed nice when he linked to the topic phydeoux made for it in the suggestions bin, but now i'm quite glad i just kept working and didn't go there.
