You just need to install steam on german and you're good to go.

Because I live in Switzerland I downloaded Steam and set the language to german and I had cut version on everything.
I reinstalled steam and set the language/country to english/uk and I magically had uncut version on every game on steam.

Also, you can set your ingame language to english, so it's still the german cut version with english voicefiles and english text.
