i like the aforementioned weapon crafting idea.
1x1's could make small, 1 use weapons like a rock or something, and the taller walls and such would make more powerful weapons, but nothing like rockets or miniguns.
as said in the OP, a group of friends can find all the weapons, build to the top, and create practically a monarchy of murder. this is not very fun.

Um okay, I forgot to mention this would be like a TDM where 10% of the players go on red and the rest go on blue, red is in an unreachable place, with many long range weapons, while blue has hammers, spawning in random places on the ground.
The reason why they even won in that topic is because they had weapons. The people who went up didn't take absolutely everything. This case was different. Because they eventually GOT EVERYTHING.
