The cover is also there to give the survivors a bit more help with some "Special Events" that occur, one of which is a sniper squadron. Basically 4 bots that appear all around the boundaries and cheap shot survivors. The cover also works as something to fill in empty spaces, that was a problem with the original Bluzone. It was just too open.
Are you planning to resurrect the "Bluzone" in a way? I'd be glad to see that.
