Does Ephi always kick anyone that talks when he's clearing the banlist?

I know, that's why I assumed he was clearing bans, but I was 100% sure yet.

Ephi tends to accidentally ban people from time to time. It happened to me like a year ago, just ask him about it and he'll unban you if it was a mistake.
