The brown townogy is superfluous in comparison to a bunch of kids on the internet attacking a site. While it may cause those companies to lose a bit of money, it's nothing they can't handle.
The brown townogy itself, though. Moot has total control over /b/, but chooses not to exercise it. He only makes bans for jokes, such as not liking chocolate milk. But gangs aren't directly monitored by the police, so the police can't stop the gangs from attempting crimes.
