Valve only made stuff vintage, the players made up what things are worth. A hat could be worth a scrap or anything else for that matter.
The greedy, item hungry starfishs of tf2 asks for stuff loads of stuff, which another person gives for the item he wants, and then the person demands just as many items from another person in another trade, and it sort of spreads.

The reason I'd never trade my vintages is because I like having all the weapons for each class. I've already crafted my extra vintages.
