It will start at 500kb/s, go up to 1 mb/s then down to 50 kb/s and it'll keep repeating that pattern

Oddly Sacramento's server is giving me stuff download speeds even though it's the closest one to me.

I have HL1 for the PS1 and you play as Adrian Shepard I think in Opposing Force.
