Trading Cards - That old Add-On from 2007... I found it.

So how does your rarity get decided?

The frames or the actual card data?
If you mean the actual card data, the format is like this:
--- Code: ---DrenDran 22749 A_player_of_blockland. 0.05 0
Bushido 2000 Example_card_number_two. 0.01 2
Nethog 1337 Example_card_number_three. 0.01 1
Badspot 1 Example_card_number_four. 0.01 3
--- End code ---

Oh yeah. You okay with there being multiple rarities of one person? For example Badspot would come in all of the rarities.

So there would be four different Badspot cards?
Some would be rebelliously amazing rare, while others would be throw out by the dozens to make room for better cards, and the only visible difference is the color of the trim?
Kinda sounds like a bad idea.....

Of course the image is different! The image on the card is really the only reason I would collect these..
