What program do you download to create addons?

Blender is neat. But I think I'm going to buy milkshape soon, because every spot I place the .dts exporter it doesn't work...

Well, modeling isn't everything, but you also script add-ons - Notepad is fine. Ad if you wanna make a face / decal, then use GIMP or Paint.NET. They're both free, but if you have Photoshop, I would recommend using that too.
