How do I switch my model back to normal polys after clicking on the subdivision set?
If you applied the modifier and saved, you redo the model. If you haven't applied the modifier, you delete the modifer. If you have applied the modifier, but not saved, you undo. If you can't undo far enough, you don't save and load it again.

Anyway, when I add a cylinder, how do I get it to be a certain number of vertices?
Like in 2.49, you hit add cylinder, and it would ask for the number of vertices/sides you want on it.

Q: How to set the amount of vertices in a cylinder or circle?
A: Add a cylinder or circle, select it in object mode and press T to open the toolbar on the left. At the very bottom of the toolbar there is a Add Circle/Cylinder menu, open it and change the amount of vertices.

Using 2.54 here, I don't see it, all I see is mesh options with something talking about topology and some other stuff.

Try restarting Blender. It doesn't show for me always either.

Don't. It's impossible by human hand. Just reset the Blender preferences so the interface resets. You could have accidentally removed the tab.

Would the fact that I'm on a 64bit Windows 7 computer have ANYTHING to do with my problem?

I'm on Windows 7 Professional 64bit and Blender works just fine for me in every way.

I absolutely hate version 2.5; they moved everything around, I dont know where anything is anymore.

Blender 2.56 beta says "error initializing quicktime"
and then everything is screwed up, and I can't save.

I had trouble too, but you'll get used to it eventually. Trust me, it is a lot better this way.

Obviously a technical problem. I suggest you Google it or ask around in the Blender forums.

Another problem.
Everytime I render, the blender interface text gets larger, and larger, and it's huge right now.
I restarted and it's still messed up.
