You mean when your download stops all of a sudden? I get that a lot and loving hate it.

Go to where your steam directory is located and find the ClientRegistry.blob and rename it ClientRegistryOld.blob. I had the exact same problem and it started the download back up for me... so try it >:U

"Suspended" just means the download stopped temporarily; the servers are clogged. Click resume.

The steam download servers haven't worked the same since the UI update.
