Once again, I have money, what to buy?

I got money from my grandparents who are very generous and I was hoping to purchase a game. 

I have a limit of $40 on PC games.

The games I usually play are sandbox (i.e. Minecraft, Blockland etc.) and once in a while open world(i.e. Grand Theft Auto 4, Saints Row 2, etc.).  I enjoy RTS(i.e. Age of Empires 2, Rome Total War, etc.). 

I have more but I was too lazy to put it up here.

Supreme Commander 1 or 2. 1 has enormous maps and tons of units but isn't as optimized as 2 which has smaller maps and less units. They're RTS games. I'd buy 1 if you're PC can run it in a full-scale battle.

Can I buy 2 if my PC can run CrCIA at full settings at an average of 20 fps?
