If I don't hand a refund (3 days) then you can complain about it.
Starting and stopping the server will be done through a web page.
There's nothing more I can really say, any entity could just claim to offer a service and not give it after payment, I hope that customer reviews influence you.

I ment i never had a Popular server before this service. My servers were always so...Lagtasic. Lol.

edit it just did it again, this time right as the server finished booting
