How so?
I've seen per-player charged servers. How much RAM per player in the server?
How can the player limit be enforced?

I don't think I want to even host Minecraft.
As for resource usage, not sure why it's charged per player. It seems more impacted by the map than it is by players. I can run a server on a 512 MB computer smoothly without lag, but once someone decides to explore the server cannot run anymore and complains about overloading when no one is even on it.

Also, a pretty good CPU is needed.

That I can understand for high player servers.
But I was only ever playing with a max of like, 5.
