Microsoft eHome infared transciever

Everytime I want to cheat on fallout 3 or new Vegas I have to uninstall , everytime it's shut down or put on standby it reinstalls , is there a way to permanatnly uninstall it ?

no no no      if i dont uninstall Microsoft eHome infared transciever it doesnt let me and anytime i put the computer off or on standby it reinstalls
