Legal issues? Is this being shipped with the game? I don't think so, will Valve sue for Blockland having mods and decals based on Left 4 Dead, Team Fortress 2, Portal and Half Life? Nope
I don't think it matters as long as you're not doing it for money or entirely claiming it as your own
