Open up the Gui when your on Wallet's server (otherwise it won't work) and press the "what is RoB" button.
Also, RoB is better than cityRP.

You get a production of 2 units every 6 minutes. You sell those. There are different kinds of things you sell, all required to build. So you buy what you don't sell to build up your store or home.

Gas allows you to jet.
Though if you get all technical, still yes.
