There's already an official website with an English version: http://www.systemax.jp/en/sai/ I downloaded the trial and then bought it from that website, and everything was in English.
Therefore, that link you gave is pointless.

Self taught, although my older brother's quite artistic also. I'm a visual learner so I pick up techniques and tricks used by (better) artists and try to apply them to my own original work.
