Yes, I have written stories, but they're incredibly long and complex. I plan on making a game about it too.
I think that your drawing could be more accurate with proportions in terms of gradually decreasing diameter of tails/body. Arms are also a bit tiny. (What are its uses if it can't even reach anything with it?)

Actually he just had his dragon pet be crushed in a gruesome way and the government infused its blood into him to turn him into a super soldier.

I usually drew ovals to get the general shape of the limbs, then erased the inside lines, and gave a few extra lines for a sinewy look. However, that isn't failsafe at all, and it can look as ugly as it can look good.
