Imo Sai is pretty good, dude. Id recommend more sketchbook work before you buy software or anything though.

i do lots of sketchbook stuff tho
also sai is good but its kinda tough to use for drawing backgrounds unless you find really good brushes (which i cant seem to find any)

My sister has an ebook that covers digital art techniques and iirc it has a chapter on making brushes for the job

If i find a way to screenshot the chapter i'll post it here
