I'd suggest to sketch a few circles and simple shapes and if you can do that then you can apply into drawing your characters, like I can guarantee you that 99.9% good artists (including the people here on this thread) use simple shapes right before diving into adding any detail, like so (examples below)

His is honestly not the best approach, but the proper methodology. You need to break down what you're drawing into principle shapes. There are a lot of resources online on how to start drawing live models and such. Figure drawing was a huge class for me, I was taught how to break down the human form into principle sections and shapes that you use as your foundation for detail. Don't go straight into cartoons, practice real stuff first because once you understand that, you can bend those proportions and shapes into your own style.
