not necessarily. your body can't operate under a certain temperature so it stands to reason that a sufficiently complex robot may not be able to either
car engines, for instance, can run into trouble at low temperatures. because of the oil, I think

you also don't want the water to freeze, which can even break an engine block if it turns into ice. most engines have freeze plugs, which will fail before the engine block does.
