starbound has a sort of a base sprite and style
and people who make suggestions create similar sprites that would work in the game
i don't see why you couldn't set an example and see if everyone agrees on it

You can make a character in Notepad if you're really skilled. But yes, Fighter Factory is the only program designed solely for making MUGEN characters.

provide me with sprites and i can make it happen

making mugen characters is super easy after a long enough time so really just give me sprite art and i can put them into some prefabs i have lying around
