Honestly I just look around Deviantart or Youtube. Even Tumblr offers some great tutorials on research art!
A great tutorial page I use is http://anatoref.tumblr.com/.

i don't know about the other stuff, but i /really/ don't see how the head could ever be considered too small
i was mistaken. the neck confused me cause it's ... really thick ...

Sort of - women typically have the same thickness of neck in comparison to the head, but their shoulders are not as wide as a man's.

that's pretty normal neck width
it's a super long neck, though

i feel like it doesn't blend well enough where it meets the head and that's making me think it looks thicker than it is maybe?

I think it looks fine. You don't need to have the extreme side of generic proportions to tell its a woman. Its more realistic the way its drawn.

i'm not saying that, but when you're going for "realistic," the smallest discrepancies can really throw off the whole drawing

There are lots of "descrepencies" and small odd proportions to human bodies. It's very rare to find people with very even and "characteristically correct" proportions for their gender. Some women can have thicker necks, broader shoulders, thinner hips, and any such thing that may be associated with the opposite love. That doesn't make it wrong. It's what makes us human and real.
