In singleplayer (pretty well all of the GTAs too), you're in a quarantined zone for some reason. Trying to leave this area suddenly makes the military hate you, and marks you as a gigantic threat.

Demon's Souls, except opposite.
As soon as you touch a slider, they turn into an instant abomination.
Making new characters in Demon's Souls requires you to mash the random option till you get something decent.

I'm pretty sure that's true, since I spawned a Heli in GTA IV, and after a few minutes after flying out to sea. I suddenly had a big wanted level on me.
Thank god the Helicopter AI are stupid.
