Ok, so my Mom said she will buy me Gmod but, Is Gmod a 1 time payment or is it a monthly pay?

Edit: Are there other things you have to pay for other than the game itself?
EX: Addons,ect.

No, everything that has to do with Garrys mod is free.

Except for the initial 10 dollars payment.
