Should I buy Garry's Mod?

I'm thinking about getting Garry's Mod with my allowance.
What should I do? Buy or not to buy?

May I know why?
I heard it's because of add-ons, but is the game bad without add-ons?
What is it all about? Shooting, killing stuff? Or building?
