You entirely sure ALL the files from the ZIP are in the same directory as AfterBlock.exe, because it needs them to run. You can not separate AfterBlock.exe from the data folder.

Okay, I download it.  Then I click in the zip folder on "Afterblock".  It prompts me to extract.  I extract it to the same place.  Then I open "Afterblock".  I did the registration.  Then it prompts for restart.  So I do, then get the error.

Okay so a few people are having the external define error despite having extracted all the content correctly. I am working on a "debugger" that is accessible while AfterBlock opens when you hold down certain keys, letting you manually diagnose what DLL is reporting an error and giving you the option to manually specify it.
